Job Summary: 

VivSoft is seeking an experienced Program Manager to lead the execution of a high-impact federal project within an Agile and DevSecOps environment. This role involves overseeing project operations, managing cross-functional teams, and ensuring alignment with government requirements while maintaining quality and efficiency. The ideal candidate will have proven experience in managing large-scale, high-traffic systems, driving system transformation initiatives, and coordinating with diverse stakeholders. With a strong background in Agile methodologies, DevOps, and quality assurance, the Program Manager will play a critical role in delivering secure and scalable solutions for federal agencies.


Responsibilities:
  • Manage all activities related to the Task Order, ensuring alignment with project objectives and requirements.
  • Oversee project execution within a continuous integration and DevOps environment, fostering a collaborative and agile work approach.
  • Utilize manpower effectively, managing and supervising employees and subcontractors across various labor categories and skills.
  • Coordinate and communicate with Government stakeholders, contractors, and Agile teams to support operational and development activities.
  • Oversee Operations & Maintenance (O&M) of high-traffic operational systems with over one million users and visitors monthly.
  • Lead initiatives for system transformation and consolidation, improving efficiency, data quality, and service delivery.
  • Maintain quality assurance standards, ensuring project outputs meet the requirements set out in the RFQ.
  • Present project updates and material to senior Government officials, demonstrating strong written and verbal communication skills.

Skills Required:
  • Management Professional (PgMP®) Certification, or a Bachelor, or Master degree from an accredited institution in Project Management, Business Administration, or similar, at the time of proposal submission
  • Candidate must be willing to obtain Public Trust Clearance
  • An active PMI Project Management Professional (PMP®), PMI Program
  • Formal training or certification in Agile software development methods. ○ Examples include: Scrum Alliance Advanced Certified Scrum Master or Scaled Agile SAFe Advanced Scum Master
  • Demonstrated minimum of 5 years’ experience managing similar projects of size and scope in the management, design, implementation, and maintenance of Services similar to the requirements of the RFQ
  • Demonstrated experience in managing in a continuous integration and DevOps environment.
  • Demonstrated experience with the management, manpower utilization, and supervision of employees (including subcontractors) of various labor categories and skills in projects similar to the requirements of the TOR, including in a performance-based environment. Specifically, managing teams that will coordinate with the Government and work with other contractors to support an Agile environment with a small team of developers; manage O&M of operational systems with more than one million users with one million visitors per month; managing the transformation and consolidation of systems in support of improving efficiency, data quality, and service delivery.
  • Demonstrated experience in a quality assurance environment for requirements similar to those in this RFQ.
  • Demonstrated written and verbal communication skills, including experience in presenting material to senior Government officials.

Target salary range: $120,001 - $150,000.
