The Senior Software Engineer will lead the research, design, and development of COBOL-based software solutions for the HQARS system. This role demands expertise in mainframe environments, legacy system modernization, and adherence to secure, high-performance coding practices. The engineer will oversee all phases of system development, ensuring compliance with technical and operational requirements.

Job Summary:
The Senior Software Engineer will lead the research, design, and development of COBOL-based software solutions for the HQARS system. This role demands expertise in mainframe environments, legacy system modernization, and adherence to secure, high-performance coding practices. The engineer will oversee all phases of system development, ensuring compliance with technical and operational requirements.
Key Responsibilities:
- Conduct research, design, and development of computer software.
- Apply computer science, engineering, and mathematical analysis principles and techniques.
- Perform high-level systems analysis, design, development, integration, documentation, and application software implementation.
- Direct and participate in all phases of system development, with an emphasis on analysis, evaluation, integration, testing, and acceptance phases.
- Analyze software requirements to determine the feasibility of design within time and cost constraints. • Ensure the quality of services delivered for specific HQARS tasks.
Skills/Qualifications Required:
- Clearance: Active secret clearance is required.
- Bachelor’s degree in computer science, Engineering, or related field (master’s preferred).
- 8+ years in COBOL development and mainframe systems.
- 5+ years in DB2/Oracle database design, optimization, and querying.
- Proficiency in COBOL development – Strong expertise in COBOL programming, debugging, and maintaining legacy systems.
- Senior-level specialized knowledge and experience in the following technologies:
- Java / Java Scripting – Advanced proficiency in Java development, including scripting capabilities.
- STRUTS / STRUTS2 – Hands-on experience with Struts framework for building Java web applications.
- HTML / XHTML – Strong understanding of front-end markup languages.
- XML – Experience working with XML for data exchange and system integration.
- Capability Maturity Model (CMM) – Familiarity with software development maturity models and process improvement strategies.
- Oracle Database – Expertise in Oracle database management, querying, and optimization.
- Oracle PL/SQL – Advanced knowledge of PL/SQL programming for database applications.
- WebLogic12 – Experience in configuring, deploying, and managing applications on WebLogic 12.
- AGILE Methodology – Understanding and experience with Agile development practices.

Target salary range: $130-150k.
