Job Summary:
The Implementation Subject Matter Expert (SME) – Lead will provide high-level technical and functional expertise the Defense Logistics Agency (DLA). This position is responsible for delivering innovative technology and operations support solutions to enhance acquisition activities in contingency and expeditionary environments across the globe. The SME will lead initiatives that support mission-critical procurement functions and system implementations using the Oracle E-Business Suite (EBS) R12.2 or higher, and related tools such as Oracle EDQ and ODI.

Job Summary:
The Implementation Subject Matter Expert (SME) – Lead will provide high-level technical and functional expertise the Defense Logistics Agency (DLA). The SME will lead initiatives that support mission-critical procurement functions and system implementations using the Oracle E-Business Suite (EBS) R12.2 or higher, and related tools such as Oracle EDQ and ODI.
Key Responsibilities:
- Serve as the lead technical and functional expert on the DoD program’s implementation initiatives.
- Analyze and solve highly complex technical problems, offering strategic solutions and actionable recommendations.
- Provide direction and functional oversight for Oracle EBS implementation and sustainment efforts.
- Work closely with DLA stakeholders and DoD procurement professionals to align business processes with Oracle-based system functionality.
- Drive the development and integration of Oracle EDQ (Enterprise Data Quality) and ODI (Oracle Data Integrator) tools into the Customer's systems suite.
- Support post-production activities and ensure long-term system performance and user satisfaction.
- Develop documentation, conduct user training, and support change management initiatives as required.
- Guide project teams through the full lifecycle of technology implementations from requirements gathering to deployment.
- Communicate project status, risks, and opportunities to program leadership and federal partners.
- Contribute to the refinement of system architecture and technical frameworks that support global acquisition efforts.
- Ensure solutions align with DoD/Federal business processes, Electronic Commerce/EDI standards, and security protocols.
Required Skills & Qualifications:
- Must hold an active DoD Secret clearance at the time of application
- Minimum of 4 years of experience in technical and functional roles supporting large-scale IT implementations.
- Expert-level experience with Oracle EBS R12.2 or higher in a DoD or Federal shared services environment.
- Deep expertise in Oracle Enterprise Data Quality (EDQ) and Oracle Data Integrator (ODI).
- Strong working knowledge of DoD and Federal procurement, finance, and logistics business processes.
- Proven experience in providing functional support for major Oracle development/upgrade efforts and production environments.
- Demonstrated success delivering solutions in areas such as Information Systems Architecture, Systems Integration, Software Development, or Security Engineering.
- Exceptional leadership, strategic thinking, and problem-solving abilities.
- Advanced oral and written communication skills; capable of briefing executive stakeholders.
- Ability to work independently under consultative direction toward long-range project goals.
